Indeed, they are 3 prong. Outlets are located near your feet in these (exit row) seats and behind the tray table of standard economy seats.

In my previous visits to Hong Kong I hadn’t noticed much smog. Where I was really stunned (and short of breath) was Guangzhou. Sunny days don’t seem to exist there. Kowloon (particularly Tsim Sha Tsui) was a great spot for us.
